New April 1 Date for NYC Medicare Advantage Plus Plan (MAPP): Info, Video, Opt Out Forms & New Timeline

The New York City Office of Labor Relations ( has posted a description, links and documents about the new NYC Medicare Advantage Plus Plan for retirees, which will now tentatively take effect April 1, 2022 per a judge's order.

According to DC 37 Retirees Assn. President Ed Hysyk, "The new NYC Medicare Advantage Plus Plan implementation date has been moved to April 1, 2022. Again, this is just a tentative date established by the judge. Retirees will remain in their current medical plan when 2022 begins unless they have chosen a different medical plan. For those retirees that are currently in GHI Senior Care they will have certain co-pays ($15) for medical services/therapy  beginning January 1, 2022." 

Pres. Hysyk also stated, “It is important to recognize that not everything that appears on the internet or in the daily newspapers about the NYC Medicare Advantage Plus plan and the other city health plans is correct. There is a large amount of incorrect and misleading information on some websites. It is best to trust only the information that appears on the DC 37 Retirees website, the DC 37 website and the NYC Office of Labor Relations website because they strive to present both accurate and updated information about the aforementioned plans. For example, a statement that now appears on some internet websites and in the NY Daily News that the new NYC Medicare Advantage Plus Plan will not be accepted by Sloan-Kettering is FALSE. This is incorrect because they currently (2022) are part of the new network. “

In Dec. 2021, the NYC Office of Labor Relations issued a letter with new timelines for the NYC Medicare Advantage Plus Plan -- April 1, 2022 for the plan to take effect and a new opt-out deadline of March 31, 2022. You will also have a new 3-month opportunity -- from April 1, 2022, to June 30, 2022 -- to either switch back from the NYC MAPP to your old plan or to switch from your old plan to the NYC MAPP. How to Opt Out of Medicare Advantage Plus Plan (MAPP)

If you decide to process an OPT OUT FORM to remain in your current health plan, please be advised that there are two different opt out forms depending on which plan you are in.

If you are enrolled in GHI Senior Care: The form that was included in the 44 page booklet that you received in the mail was the form that you should use to opt out of the new NYC Medicare Advantage Plus Plan and remain in your current GHI Senior Care at a monthly cost beginning in 2022. If you are enrolled in a plan OTHER THAN GHI Senior Care: If you are not currently enrolled in GHI and wish to remain in your current health care program (for example you are currently enrolled in HIP VIP or a plan other than GHI Senior Care) you should use the OPT OUT FORM that has the following title "NYC MEDICARE ADVANTAGE PLUS OPT-OUT FORM.” Or click on the link below:

How to Verify Empire BlueCross participating providers.

Providers nationwide in Empire BlueCross plans are considered in network for the new NYC Medicare Advantage Plus Plan. To help you verify whether a provider is in their network, please follow the instructions below.

  • Go to the Empire BlueCross website at
  • Click on Individual & Family at the top of the page.
  • Select the Care menu and click on Find Care.
  • Click the Guests box to browse network directory.
  • For Type of care, select Medical.
  • Select the state.
  • For Type of plan, select Medicare.
  • For Select plan/network, scroll through the drop-down menu and select the last item NYC Medicare Advantage Plus then click Continue.
  • In the boxes, enter the county, city or Zip code, then the doctor’s name, then search.
